Carney’s Kelowna Pledge: The First Step Toward National Control
On February 12, 2025, then-Liberal leadership candidate Mark Carney stunned Canadians with a bold declaration. Speaking in Kelowna, British Columbia, Carney promised to use all of the powers of the federal government, including the emergency powers of the federal government, to accelerate major projects we need in order to build this economy and take on the Americans.
He further pledged to unify Canada’s economy under federal rule, declaring there would be one economy, not thirteen. This was not empty rhetoric. As prime minister, Carney began implementing exactly what he outlined.
What Carney Publicly Called Rebuilding Canada
Carney’s rebuild Canada vision focuses on reshaping the nation’s economy to reduce dependence on the United States and meet climate and infrastructure targets. His message describes energy infrastructure expansion, clean energy initiatives, national trade corridors, and a mass-scale housing plan.

British Columbia’s Bill 7: The Quiet Blueprint

Carney’s plan proposes using federal emergency authority to override provincial and local jurisdictions for so-called national priorities.
Bill 7 demonstrated how emergency declarations could be used to suspend private property rights, enforce evacuations, seize land without compensation, and overrule municipal governments under the justification of predicted or pre-emptive climate disasters. Together, they reveal the emerging framework for a national system of emergency-driven economic control tied to environmental, social and governance (ESG) compliance and net-zero mandates.

How Carney’s Emergency Powers and Bill 7 Could Form a Net-Zero Control Model
The combination of Bill 7 and Carney’s federal vision creates a dangerous national precedent. Governments can declare emergencies based on projected risks and use those declarations to impose compulsory environmental, social and governance (ESG) compliance and net-zero mandates. This could include forced building retrofits, restricted energy access, limits on farming and natural resource extraction, and denial of permits to industries that do not meet federal climate benchmarks.
The population is left powerless to resist. Compliance becomes the condition for maintaining property rights, conducting business, or accessing essential services. Carney’s public career has shown consistent advocacy for aggressive environmental, social and governance (ESG) and net-zero implementation. The declaration then becomes the legal pretext for central government overreach.
