The 2025 federal election may one day be remembered as the moment Canada was steered by illusion rather than truth. Canadians were told their new leader would confront foreign economic threats head-on. The campaign’s centrepiece was Mark Carney’s promise of dollar-for-dollar retaliatory tariffs against the United States. It was presented as a matter of national strength and economic defence.
What followed exposed the truth. The retaliation never materialized. The trade war that galvanized public support turned out to be a narrative, used to influence the outcome of an election, then quickly abandoned once power was secured. Reports now confirm that most U.S. goods were exempted from tariffs, reducing the impact of the so-called retaliation to nearly nothing. What appeared to be action was, in fact, political theatre.
The bait-and-switch of the decade
During the campaign, Mark Carney portrayed himself as Canada’s bold defender against foreign interference and economic bullying. He vowed to punish any American tariff aggression with immediate and proportional Canadian tariffs. It was classic political theatre, designed to capture headlines, win votes, and present Carney as a defender of Canadian sovereignty.
Yet immediately after securing the keys to the office, the tough talk evaporated. Reports confirmed that Canada’s retaliatory tariffs were reduced to almost nothing. The government issued broad exemptions covering most U.S. imports critical to Canadian manufacturing, food and beverage packaging, health care, and national security. By the numbers, the promised tariff retaliation amounted to near zero.
There was no trade fight. There was no leverage. There was only a backroom surrender disguised as statesmanship.
Problem. Reaction. Solution.
This approach follows a familiar pattern used throughout history to manufacture consent.
What played out in the 2025 election cycle was a textbook example of the Hegelian dialectic, more commonly understood in modern politics as problem, reaction, solution. First, a problem is manufactured or exaggerated. Then, a reaction is provoked among the public, often rooted in fear or urgency. Finally, a solution is offered that serves the predetermined interests of those in power.
In this case, the problem was portrayed as American economic aggression and Donald Trump’s proposed tariffs. The reaction was national outrage, amplified by fears that Canadian industries would suffer without strong leadership. The proposed solution was Carney’s promise of dollar-for-dollar retaliation. But after the votes were counted, the solution vanished. The crisis was never meant to be addressed. It was meant to be exploited.
The 2025 election and the false trade war narrative reflect a recurring strategy in which crises are distorted or manufactured to justify elite consolidation of power and asset transfers.
